### Officer's Report

#### The Site

The application site represents the curtilage of the detached bungalow 10 Mourne View, Peel. The property is one of ten similar properties which make up Mourne View. Each property occupies a relatively generous plot and the land slopes to the north west.

#### Planning Status

The application site is located within an area identified as being Predominantly Residential use by the Peel Local Plan (Planning Circular 6/89). Within the adopted Isle of Man Strategic Plan 2007, the following is considered relevant in the assessment and determination of this application:

Paragraph 8.12.1, which states:

"As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."

#### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

Planning application 07/00181/B sought planning approval for the extension of the existing bungalow to provide additional living accommodation. This was approved 23rd April 2007.

### Representations

The Department of Transport Highways Division does not object to this application. Peel Town Commissioners recommend that this application be approved. Mr T Crookall MHK has expressed an interest in this application. The Isle of Man Fire and Rescue Service has commented on issues related to Building Control.

### The Proposal

This application seeks approval for the erection of extensions to the dwelling and comprises an amendment to the previously approved scheme (07/00181/B). The west projecting gable would have stone facing as opposed to smooth render and there would be sliding doors installed instead of a window and door to the south facing window of the projecting gable. The previously proposed extension to the south elevation would be omitted with a conservatory being constructed onto that elevation instead. A new doorway opening to the side of the garage is also proposed.

### Assessment

The proposed extensions and alterations are considered to be acceptable. The use of stone to face the western gable would be an improvement and the conservatory would have less impact than the previously approved extension. Overall the alterations and extensions are considered to be relatively minor and would not adversely impact upon public or private amenity.

### Recommendation

It is recommended that the application be approved.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

- Peel Town Commissioners.
- The Department of Transport Highways Division.

Accordingly the following parties are not granted Interested Party Status:

- The Isle of Man Fire and Rescue Service.
- Mr T Crookall MHK
