### Officer's Report

#### The Site

The site represents the residential curtilage of an existing property situated close to the corner of Malew Street and Bank Street in the centre of Castletown. The property is a traditional Manx cottage with sliding sash windows and half-glazed door and slated roof with chimney stacks on each gable.

#### Planning Status

The site lies within an area of Mixed Use on the Castletown Local Plan of 1991 and the draft Area Plan of 2001. The property also lies within Castletown’s Conservation Area.

#### Planning History

The site has been the subject of a number of applications for alterations, none of which are relevant to the consideration of this application.

#### The Proposal

Proposed now is the installation of a satellite dish 45cm in diameter on the rear of the existing northern stack similar to other dishes in Bank Street as are illustrated in photographs submitted by the applicant.

As the property is within a Conservation Area, the Department is required to seek enhancement or preservation of the character or appearance of existing property as part of the consideration of any planning application. In this case, whilst the installation of a dish will neither preservation nor enhancement of the property, the visual impact of the dish will be limited and there are already terrestrial aerials and other satellite dishes in the vicinity which do not detract significantly from the character of the Area. As such the proposal is not considered to be objectionable.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
