### Officer's Report

#### The Site

The application site represents the curtilage of the detached property Ballacoraige House, Cronk Road, Ballaugh. The property is situated on the western side of the road.

#### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order.

#### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

Planning application 05/01548/B sought approval for alterations, the erection of a garage and a two storey extension and the creation of a vehicular access. This application was refused at appeal.

Planning application 07/01321/B sought approval for alterations, the erection of a garage and a two storey extension and the creation of a vehicular access. This application was approved.

## Representations

The Department of Transport Highways Division Do not oppose subject to a condition relating to parking provision.

Ballaugh Parish Commissioners do not object to this application. The Manx Electricity Authority has commented on this application in relation to matters which are not material planning considerations.

The Isle of Man Fire and Rescue Service has commented on this application in relation to Building Control issues.

We have received no privately written representations in relation to this planning application.

### The Proposal

This application seeks approval for alterations, the erection of an extension and the erection of a garage. The application proposes a similar scheme to that approved under 07/01321/B. The garage would approximately 2.4 metres in length, slightly shorter than the previously approved garage which was 2.6 metres. There would be a flat roof extension connecting the dwelling and the garage which would provide a utility room. A ground floor window to the rear of the property would be widened.

### Assessment

The proposal is marginally different to the previously approved scheme and there have been no changes in policy since that approval. The flat roof extension is of a small scale and would not be viewed from the highway. Indeed the proposed development would be confined to the rear elevation and the alterations would not have an adverse impact upon the existing dwelling or to the adjacent property, "Dreemskerry". It is concluded that the application is acceptable and accordingly it is recommended that this development be permitted.

### Recommendation

It is recommended that the application be approved.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The Department of Transport Highways Division.
Ballaugh Parish Commissioners.
Accordingly the following parties are not granted Interested Party Status:

The Isle of Man Fire and Rescue Service

#### C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

#### C 2.
This approval relates to the erection of an extension and alterations to Ballacoraige House, Cronk Road, Ballaugh as shown by the plans and information 08/42/01 and 08/42/02 submitted and date stamped 28th April 2008.

#### C 3.
The roof(s) must be finished in dark natural slate.

#### C 4.
The external finishes of the extension must match those of the existing building in all respects.

#### C 5.
Obscure glazing (Grade 5) shall be installed in the East elevation of the first floor en-suite window and shall be kept and maintained thereafter.
