### Officer's Report

### The Site

The application site represents the curtilage of the detached property Lambfell Beg, Cronk Y Voddy, St Johns, German. This traditional two storey dwelling is double fronted and is situated alongside the A3 road and as such the property is relatively prominent.

### Planning Status

The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. Within the adopted Isle of Man Strategic Plan, the following policies are considered to be relevant:

Environmental Policy 34, which states:
"In the maintenance, alteration or extension of pre-1920 buildings, the use of traditional materials will be preferred."

Housing Policy 15, which states:

"The extension or alteration of existing traditionally styled properties in the countryside will normally only be approved where these respect the proportion, form and appearance of the existing property. Only exceptionally will permission be granted for extensions which measure more than 50% of the existing building in terms of floor space (measured externally)."

## **PLANNING HISTORY**

The following previous planning applications are considered relevant in the assessment and determination of this application:

- PA 02/01334/B sought permission for the erection of a kitchen extension, the erection of a front porch, alterations to the driveway and the erection of stables. This application resulted in a split decision with the kitchen extension and the stable block being approved.

- PA 03/00593/B sought planning approval for the erection of a front porch and two dormers to the rear elevation. This application was approved.

- PA 06/01544/B sought approval for the installation of uPVC sliding sash windows to the front elevation and casement windows to the rear elevation. This was approved.

**REPRESENTATIONS** The Department of Transport Highways Division does not object to this application. Patrick Parish Commissioners indicate no objection to this application. The Isle of Man Fire and Rescue Service attaches a note to any subsequent approval. We have received no privately written representations in relation to this planning application. **THE PROPOSAL**

This application seeks approval for the erection of a first floor extension above the existing single storey side extension. The proposed extension would remove the existing lean to roof of the existing kitchen extension and would result in a two storey extension at the same height as the main dwelling. The roof would be finished in natural slate and the windows to the front and principal elevation would be uPVC sliding sash to match with the existing dwelling.

**ASSESSMENT**

The proposed extension would comply with the provisions of both Environmental Policy 34 and Housing Policy 15 in terms of the use of materials and the design and form of the proposal. The extension would be in-keeping with the existing dwelling and there would be no loss of public or private amenity as a result of this development.

**RECOMMENDATION** It is recommended that the application be approved. **PARTY STATUS**

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
