### Officer's Report

### The Site

The site represents the residential curtilage of an existing terraced two storey property which lies on the north western side of Palatine Road. The property has a stone-faced front elevation with decorative brick quoins around the windows and brick arches above the first floor windows. All windows have top third opening casements. The attic dormer has a modern horizontally proportioned window within it. On the rear elevation there are a mixture of single lights and top third opening casements, all in timber frames.

### Planning Status

The site lies within an area designated on the Douglas Local Plan of 1998 as Predominantly Residential.

### Planning History

There have been no applications submitted in respect of this property.

### The Proposal

Proposed now is the replacement of all existing windows, in the same style but in plastic frames. Those on the front elevation will have dark brown frames and those on the rear, white.

### Representations

Douglas Corporation indicate that they have no objection to the application.

## Assessment

The site does not lie within a Conservation Area and the property is not a Registered Building. As such the provisions of Planning Circular 1/98 should be applied. This Circular deals with two different types of building which were built prior to 1921 and which are neither Registered nor within a Conservation Area - those which have retained their original character and those which have not. The building is largely as originally constructed, other than the windows which may originally have been sliding sash. Many of the properties in the terrace have the top third casement opening style of window installed and the modern attic dormer window. There are properties in the terrace which have had the stonework covered over in paint or render, undermining the character and uniformity of the terrace. As such, it is considered that the property and the terrace have lost some of their original character, perhaps a reason for excluding this street from the Woodbourne Road Conservation Area which lies to the north west and south west.

The proposed window pattern would maintain the existing style of window, which may be found along Palatine Road. Whilst planning permission has been sought for the installation of sliding sash windows elsewhere in the terrace (number 3, PA 07/0928), it is not considered that the property is of sufficient interest to warrant requiring sliding sash windows in this instance.

### Conservation Officer'S Supplementary Report:

I have considered the content of the application with particular consideration to Planning Circular 1/98 - Alteration and Replacement of Windows, Category c) BUILDINGS ERECTED BEFORE 1921 AND NOT FALLING WITHIN CATAGORIES a) OR b), WHICH HAVE LARGELY RETAINED THEIR ORIGINAL CHARACTER. i) Buildings in an Urban Setting.

The interest in the building lies in its use of random stone with brick detailing and black and white woodwork. The replacement windows to the front elevation follow the same format as those currently in-situ. Those replacements to the rear are not readily viewed from the public thoroughfare and are not objectionable in design.

### Recommendation

I recommend approval of this application.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
