### Officer's Report

#### Site

The application site is Rose Cottage, Loop Road, West Craig, the property is located on the western side of the Loop Road which is access onto the western side of the A13 road.

#### Land Use Zoning

The site has been zoned under the Sulby Local Plan Order 1998 as being within an area of 'woodland'; the site is not within a Conservation Area or within an area of high landscape value or costal value and scenic significance.

#### Planning History

Change of use from residential to part bed & breakfast accommodation (92/00260/C) – approved Alterations and erection of extensions (07/00467/B) - approved Conversion of existing garage/workshop into living accommodation and construction of new garage (91/00557/B) – approved

Extensions and alterations to provide additional living space and attached double garage (87/01317/B) - approved

The application proposes alterations and erection of extensions and garage.

The Planning Authority has not received any private representations objecting to the application.
Assessment / recommendation
Due to the design of the dwelling and the zoning of the site the following policy is relevant for consideration:-

Housing Policy 16: The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public.

The major part of the proposal is the erection of a detached garage to the south, and whilst the extension is significant, the proposal would not be visible from the public highway, as the site is very well screened from the public highway due to the significant boundary treatment around the site (see photos). Due to this, the proposed extensions would not be seen. The proposed sun room replaces the existing sun room, and again, due to the screening and the orientation of the proposed sun room, the extension would not be seen. The extensions themselves are in keeping with the existing dwelling.

Recommendation For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

### C 2.

This approval relates to the extensions as proposed in the submitted documents and drawings SM07/115/1, SM07/134/1, SM07/134/2 and SM07/134/3 all received on 18th January 2008.

The external finishes of the extension must match those of the existing building in all respects.
