# Additional Planning Justification Letter

## Additional Information:

1. A planning application for the demolition of the original "Bridge Chambers" building and erection of a proposed three storey replacement building was submitted on 25th October 2006.

2. The planning application was considered by the Planning Committee on the 30th March 2007 and approved with the Planning Approval Notice being issued on the 5th April 2007. (Planning Application No 06/01872/B)

3. Strict conditions of approval were attached to the Planning Approval Notice with regards to replicating the fenestration and moulding details of the original building.

4. In light of a recent planning application approved for a proposed five storey Hotel building on the vacant site at the corner of Parliament Street and East Street, replacing what was originally a three storey building. We now re-submit an amended planning application indicating an additional fourth storey to the proposed replacement building and would like the following comments and photographs numbered 06 0058/26 to 06 0058/31 to be taken into consideration by the planning committee when making a decision on the amended planning application;

Development of a recently approved apartment building at the far West end of West Quay has recently been completed. This proposal replaces what was an original two storey building situated on the corner of West Quay and West Street, with the original building being demolished to make way for the proposed new development. The new development consists of a four storey building comprising of self contained apartments. The existing building adjacent to the new development is a four storey stone built warehouse building. (See photograph number 06 0058/31).

The building's East of the existing stone warehouse have until recently been used by Mr Barry Curran, as a car sales business. These buildings between the stone warehouse and Christian Street have recently been purchased for possible future development. If such future development took place it would undoubtedly take the form of a four storey proposal in keeping with the existing stone warehouse and recently completed apartment development at the West end of West Quay and the existing four storey stone building on the opposite side of Christian Street, which was an original stone warehouse building converted into self contained apartments, with the works being carried out in the early 90's.

Any future development continuing along the quayside would undoubtedly take the form of four storey development already set as a precedent by the recently completed apartment

development at the west end of the quay and the existing stone buildings, mentioned above. (See photograph number 06 0058/30)

More recently a planning application for a five storey Hotel development has been approved, within the Conservation Area, on a vacant site that is situated on the corner of Parliament Street and East Street. The original building, demolished several years ago for future development, consisted of a three storey building containing shop outlets at ground floor level and living accommodation on the remaining upper two floors. This site is situated on the opposite side of East Street to the proposed "Bridge Chambers" site. (See photographs numbered 06 0058/26 to 29).

Our client is more than happy to comply with the planning conditions with regards to the fenestration and moulding details of the original building situated at "Bridge Chambers" being replicated on any replacement development as demonstrated on our original planning application submission drawings and more recently on our large scale elevations and moulding details, approved by the Director of Planning on 26th November 2007. What is of concern to both ourselves and our client is that should the "Bridge Chambers" site be built as a three storey development and once the five storey Hotel site is developed and any possible future quayside development takes place, further west of the "Bridge Chambers" site, we run the risk of what should be one of the most prominent buildings on the West Quayside being over shadowed, subordinate and out of keeping with future development on both the quayside and adjoining sites.

The "Bridge Chambers" site is a highly prominent site, highly visible from West Quay, East Quay and from the swing bridge viewed from the Old River Road and the North Promenade areas. We have always been of the opinion that the proposed replacement building should take into account the architectural detailing of the original building and that a building of architectural merit should be redeveloped on the site. The proposed re-submission application indicates an additional fourth storey to the proposed replacement building. Again the elevation treatment, fenestration and moulding details of the original building would be replicated on the external appearance of the proposed replacement building, but we feel that the introduction of an additional fourth storey would provide a building that would be both in keeping and allow it to maintain its prominent position, taking into account the recently approved Hotel development, opposite, and possible future development along the West Quayside. This is clearly demonstrated on our proposed North-East Elevation, (To West Quay), on our amended drawing number 06 0058/23.

We are pleased to enclose four copies of our revised drawings numbered 06 0058/4, 06 0058/23, 06 0058/24 and 06 0058/25, showing the proposed Ground Floor Plan, First Floor Plan, Second Floor Plan, Third Floor Plan, Roof Terrace Floor Plan, Elevations, Site Plan and Location Plan, for the above mentioned proposed works together with four copies of 6 sheets of photographs numbered 06 0058/26 to 31.

We also enclose four copies of the planning application form for the approval in detail, duly completed.

No planning application fee cheque is enclosed as the proposed application is a re-submission to the original approved planning application number 06/01872/B.

Two copies of the enclosed drawings, photographs and planning application form are for onward transmission to the Design Division of the Department of Transport and the Ramsey Town Commissioners, for their consideration.
