### Officer's Report

#### Site

The site represents the curtilage of 26 New Road, Laxey, which consists of a three storey detached property, located on the southern side of New Road.

#### Land Use Zoning

The site has been zoned under the Laxey and Lonan Local Plan as being within an area of “Mixed Use”, the site is also within a Conservation Area.

#### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

Alterations and renovations to existing upper floor for reoccupation as a dwelling and erection of a two storey extension to rear elevation - 06/01395/B – APPROVED

Change of use of former shop and flat to living accommodation, Former Co-op - 02/00365/B APPROVED

## Proposal

The application seeks approval for the change of use of retail unit to office accommodation. The applicant proposed to operate a accountancy practice. The practice currently has six members of staff; the firm currently resides in two offices in Laxey Village Commissioners building at 35 New Road. They wish to relocated to 26 New Road opposite to gain additional space and improve their working environment. The two offices at 26 New Road will be retained for document storage and private meeting rooms for clients. The owner of the site has agreed as part of the terms of the lease to allow daytime parking for 3 vehicles in front of his three garages at the rear of 26 New Road. No additional staff will be sought as a result of the relocation and no additional traffic is anticipated by the applicant. The applicant states that the relocation will in fact release three parking spaces in the village during office hours as staff cars will in future be parked in the leased spaces.

Three of street parking spaces are provided at all times to serve the needs of this change of use development.

The Chief Fire Officer request that an informative note be attached to any approval decision notice. We have received no privately written representations objecting to the application.

### Assessment / recommendation

The site is zoned within an area of "Mixed Use" which includes office use. The proposal also provides the required off street parking provisions for this use, which is beneficial as the majority of properties within Laxey Village do not benefit from any off street parking provisions. Additionally, on street parking can also be found along New Road, directly adjacent to 26 New Road, which is time restricted to one hour during the times of 8 am to 6 pm , therefore it is considered clients to the practice will possibly be able to use these parking provisions. For these reasons the proposal would be appropriate in this location and therefore my recommendation is for an approval.

This approval relates to change of use to office from retail due to proposed in the submitted documents and drawing 1223-01 all received on 28th January 2008.

In the interests of road safety three of street parking spaces are provided at all times to serve the needs of this change of use development.

#### C 4.
No advertisement matter of any description shall be exhibited on these premises without the PRIOR written permission of the Planning Authority.

#### N 1.
Applicant to consult with the Fire Safety Department to discuss the fire safety measures within.
