#### The Site

The application site represents the curtilage of Admiral House, 12 – 13 Loch promenade. The building occupies a prominent position on the corner of Regent Street and Loch Promenade and having retained its original architectural features, represents an asset to the Douglas Promenades Conservation Area.

#### Planning Status

The application site is located within an area identified as being Predominantly Tourism use. The site is also within the Douglas Promenades Conservation Area and as such is subject to specific policies relating to Conservation Areas.

Within the adopted Isle of Man Strategic Plan, the following policy is considered to be relevant in the assessment of this application:

"Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development."

### Planning History

The following previous planning applications are considered relevant in the assessment and determination of this application:

Planning application 02/0118/B sought permission for the installation of uPVC sliding sash windows to replace the existing windows. This was refused 19th May 2003.

### Representations

The Department of Transport Highways Division has not commented on this application. Douglas Corporation has not commented on this application. The Society for the Preservation of the Manx Countryside and Environment supports this application.

### The Proposal

This application seeks approval for the installation of windows to replace the existing timber sliding sash windows. The proposed replacements would be constructed from white uPVC and would replicate the existing windows in terms of their method of opening, glazing bar patternation and curved heads.

### Assessment

The proposed replacement windows would replicate the existing windows, believed to be the original windows in all respects with the exception of the construction material. Whilst the Department's preference would be to retain timber as the construction material it considered that where high quality uPVC windows which accurately replicate the details of the original windows are proposed, these can be acceptable.

The Conservation Officer has been consulted and concurs that although timber windows would be preferred, uPVC is acceptable where the original windows are accurately replicated.

It is recommended that this application is approved as the proposed development would have a neutral impact upon the Conservation Area and would consequently preserve the character of the street scene.

### Recommendation

It is recommended that the application be approved.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:

The Department of Transport Highways Division.

Douglas Corporation.

Accordingly the following parties are not granted Interested Party Status:

The Society for the Preservation of the Manx Countryside and Environment.
