Description of the installation of the proposed vessels Refer to the Scheme Drawings and Photographs in Appendices A and B. This Planning Application comprises the installation of two 200 Tonne Liquid Petroleum Gas (LPG), horizontal vessels sited alongside the existing sand mounded 600 tonne LPG vessel on the Manx Gas Princess Alexandra Pier. The proposed vessels will be supported and encased in a sand mould finished with geotextile matting filled with soil and grass seeded. The construction will be in accordance with the:- - Design Construction use of Mounded Horizontal Cylindrical Steel Vessels for Pressurised Storage of LPG at ambient temperatures. The Engineers' Equipment and Material Users Association Document ISBH 085931071X. - Code of Practice No 1 Bulk LPG Storage at Fixed Installations Part 4: 1999 Buried / Mounded LPG Storage Vessels. The maximum slope for the mound will be 34°. To provide access around the mound retaining walls will be constructed from stone filled galvanized plastic coated gabion baskets which will match the appearance of the existing gabion walls. The proposed tanks will replace the existing horizontal and vertical vessels on the other Manx Gas site on the west side of South Quay. The capacity of these vessels is 450 tonnes. Once the proposed vessels are in operation the existing vessels on the west side of South Quay will be decommissioned and demolished and the site will not be used for future LPG storage. This process will be the subject of a further planning application and demolition notice. The LPG supply to the existing horizontal vessels and the spherical vessels on Princess Alexandra Pier is by tanker to the Manx Gas receiving point on Battery Pier and then by pipes to the vessels. This also applies to the vessels on the site on the western side of Battery Pier. The method of supply to the proposed and existing LPG vessels on Princess Alexandra Pier will remain the same. The existing vessels are protected by a water sprinkler system. A similar system is proposed for the new vessels. Top level access to the existing 600 tonne vessels is via stairs, platforms and walkways. Similar access will be provided for the proposed vessels. The LPG supply pipes from the existing vessels are via an access tunnel through the mound and pipework to be loadings bays. A similar arrangement will be provided from each of the proposed vessels. ### 2. Planning Preliminary copies of the scheme drawings were issued to the Department of Local Government and the Environment Planning Office and a meeting was held with the Planning Officer, Mr. Ian Brooks, Mr. John Reed of Manx Gas and Mr. John Grace of Holmes Grace. Mr. Brooks advised that we contact the Department of Transport and the Environmental Health and Safety Division. In principle Mr. Brooks had no other specific objection to the scheme except to emphasize that the final decision rests with the Planning Committee. ### 3. Health and Safety Inspectorate Preliminary copies of the scheme drawings were sent to the Department of Local Government and the Environment Health and Safety Inspectorate. Mr. John Grace spoke to Mr. Brian Arnold, Health and Safety Inspector by telephone. Mr. Arnold said that the Inspectorate supported the scheme. Following the submission of the Planning Application meetings will be held as necessary between Manx Gas Ltd and the Inspectorate to discuss LPG Health and Safety issues. It is accepted by Manx Gas Ltd, that a Planning Approval for the scheme would be subject to the approval of LPG Health and Safety information being provided and approved by the Inspectorate prior to the commencement of the works. 4. Building Regulations Preliminary copies of the scheme drawings were issued to the Building Control Division of Douglas Corporation and discussions were held between Building Control Officer Mr. Nicolas Kaighen and Mr. John Grace. Mr. Kaighen confirmed that in due course a building regulation application will be required for the design of the retaining walls. 5. Storm Water Drainage Preliminary copies of scheme drawings were issued to the Drainage Division of Douglas Corporation and a telephone discussion was held between Douglas Corporation's Drainage Engineer, Mr. Peter Quirk and Mr. John Grace. The surface water run off from the vessel mounds will be absorbed into the permeable surface of the site. This was agreed as acceptable by Mr. Quayle who said he would discuss the scheme with the Drainage Division of the Department of Transport. 6. Transport Copies of the scheme drawings were sent to the Highways Division of the Department of Transport for comment and a telephone discussion was held between the Department's Officer, Mr. Derek Sewell and Mr. John Grace. It was explained to Mr. Sewell that there would be no increase in traffic caused by their proposal. Mr. Sewell stated in that case there should be no objections from his Department. 7. Water, Electrical and Telecommunication Drawings The above authorities have supplied details of their services and have been shown on the scheme drawings. 8. Fire Services Preliminary copies of the scheme drawings were issued to the Isle of Man Fire and Rescue Services for comment. A letter in response was received from the Service stating they have no objections to the scheme, but that the proposal should conform to the Liquid Petroleum Gas Association Code of Practice 1: Part 4: Buried/Moulded LPG Storage Vessel. We have studied this document and confirm that the scheme complies with its requirements. 9. Harbours Preliminary copies of the scheme drawings were issued to Captain Hornsley, Harbours Operations Manager, Harbour Division, Department of Transport. A telephone conversation was held between Captain Hornsley and Mr. John Grace. Captain Hornsley confirmed that the Harbour Division supported the scheme. 10. Noise There will be no additional noise generated by the proposed scheme. 11. Welfare Facility At present Manx Gas provide off-site welfare facilities. Manx Gas proposed to provide on site Welfare Facilities for the site as existing, approval of which will be sought under a separate planning application. 12. Manx Wild Life Trust A telephone discussion was held between Mr. Duncan Bridges of the Manx Wild Life Trust and Mr. John Grace.
