### Officer's Report

#### The Site

The site represents the domestic curtilage of an existing detached dwelling situated on the south eastern side of Bowling Green Road towards the north eastern end, close to the Douglas Road roundabout. The existing dwelling is a two storey property with dormer accommodation and two storey annex at the rear.

#### Planning Status

The site lies within an area designated on the extant Castletown Local Plan and draft Area Plan as Residential. The site lies outwith Castletown's Conservation Area.

#### Planning History

Very recently planning permission was sought and granted for alterations including the installation of two dormer windows at the rear (PA 06/1881).

## THE PROPOSAL

Now proposed is the demolition of two existing rear annexes - a lean to part brick, art rendered glazed structure on one side of the two storey annex and another similar structure on the other side and their replacement with a two storey annex to match the existing and a flat roofed single storey annex to protrude in front of the existing two storey annex. The new single storey extension will protrude 3.8m from the back of the existing rear elevation.

REPRESENTATIONS Department of Transport Highways and Traffic Division indicate that they do not oppose the application. The Isle of Man Fire and Rescue Service recommend the installation of domestic smoke detection. Department of Transport Drainage Division raise no objection subject to the imposition of conditions about the drainage of the site.

## ASSESSMENT

The proposed extensions will not be visible by the public. As such, the issues in this case relate to how the alterations will impact the adjacent residential properties - namely, numbers 26 and 30 Bowling Green Road and the property to the rear - Crown Place which fronts onto Shore Road. There are no first floor windows which look to the side so there will be no adverse impact on the neighbours to the side. The property to the rear - Crown Place is immediately adjacent to its side boundary (the boundary with the rear of the application site) and is already within 20m of the rear of the application property. There will be one additional first floor window looking towards this property and this serves the staircase. There will be no adverse impact on adjacent property as a result of the proposed alterations and extensions.

## PARTY STATUS

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The points raised by the Isle of Man Fire and Rescue Service are the responsibility of the Building Regulations and as such this party should not be afforded party status in this instance.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the alterations and extensions shown in drawings 264/1/1, -/2, -/3, -/4, 264/2/1 and -/2 all received on 1st October, 2007.

C 3. There must be no discharge of surface water to the main foul sewer.

N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
