Site

The dwelling 10 The Mill Race, Sulby is a two storey detached property which is located on the southern side of The Millrace, south of Sulby Bridge.

Land Use Zoning

The dwelling has been zoned under the Laxey and Lonan Local Plan as being within an area of predominately residential use; the site is within a Conservation Area.

Proposal

The application proposes the installation of replacement windows to front elevation. The existing windows are timber casement windows, these are proposed to be replaced with timber sliding sash windows.

No objection

We have received no privately written representations objecting to the application. Assessment / recommendation As the site is within a Conservation Area Planning Circular 1/98 is the relevant policy. This policy states:-

If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare MUST HAVE THE SAME method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE THE SAME pattern and section of glazing bars and the same frame section as the originals.

The applicant initially proposed timber casement windows to replace the existing, however these windows would not have been the originals of the property and therefore I wrote to the Applicant to enquire whether they would be willing to install timber sliding sash windows. Subsequently the applicant wrote and indicated they would be happy to install timber sliding sash.

For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the submitted documents and drawings 1865/1 and 1865/2 all received on 8th October 2007 and 3rd December 2007.

C 3. The approval hereby given is for the installation of timber sliding sash only, to the five windows located on the front elevation of the main dwelling house.

N 1. The Applicant is advised to consult with the Authorities Conservation Officer, regarding grant assistance for the timber sliding sash windows.

I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
