#### The Site

The application site represents the curtilage of Bay View, Ballamodha Straight, Ballasalla, located to the east of the adjacent pig farm. The property is single storey bungalow with a hipped roof situated on a piece of land bounded by trees on its north, east and west border.

#### Planning Status

The application site is located within an area identified as being "white land" by the 1982 Development Order and as such represents the open countryside. Within the adopted Isle of Man Strategic Plan, the following policy is considered to be relevant to the assessment and determination of this application:

Housing Policy 16, which states:

"The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."

## Planning History

Whilst there have been previous planning applications submitted relating to the adjacent pig farm, these are not considered to be relevant to the assessment of this application.

## Representations

The Department of Transport Highways Division does not oppose this application.

Malew Parish Commissioners originally objected to this application due to concerns that the flat roofing system proposed would be out of keeping with the existing building. The applicant’s Agent was contacted and advised that the proposed flat roof on the lounge extension would be incongruous and that a hipped roof as constructed on the existing dwelling would be more appropriate. As the other proposed extension would replace an existing flat roof garage which is not viewed from the highway, it was considered that this aspect of the proposal would be acceptable. Amended plans were submitted showing a revised roof treatment for the proposed eat elevation extension however Malew Parish Commissioners have subsequently indicated that their objection remains in place.

The Isle of Man Fire and Rescue Service requests that a note relating to the installation of smoke detectors be attached to any subsequent approval.

We have received no privately written representations in relation to this planning application.

## The Proposal

This application seeks approval for alterations and the erection of extensions to the property. This would consist of an extension to the east elevation along with a smaller flat-roofed extension to the west elevation which would replace an existing garage. A porch is also proposed to be constructed to the north elevation. The proposed construction materials would match the existing dwelling in all respects.

## Assessment

There are essentially three relatively separate aspects to this application; the west elevation extension, the north elevation porch and the east elevation extension.

Starting with the flat roof extension proposed to replace the existing single car flat roof garage, it is considered that this would be acceptable as the western elevation of the dwelling is not readily viewed from the highway and is well screened by existing trees. If this was not the case it would be appropriate to request that the roof be constructed to the same form as that of the existing dwelling however given that this part of the property is not easily viewed, the proposed flat roof is considered to be acceptable.

The porch proposed to be constructed on the north elevation would represent a visual improvement over to the existing façade and has been designed to be of an appropriate scale and form to compliment to building.

The proposed extension to the east elevation would result in the building footprint moving closer to the highway however the substantial existing screening along the boundary would mean that the property would not become significantly more prominent than the existing dwelling is at present. The extension, as shown on the amended drawings would be in-keeping with the existing property whilst also being predominantly obscured from view by existing vegetation and as such would not have an unacceptably adverse impact upon the surrounding area.

## Recommendation

It is recommended that the application be permitted.

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
