### Officer's Report

#### The Site

The application site represents the curtilage of 34 Port-E-Chee Avenue, Douglas. The property is a semi detached dwelling located on the eastern side of the road. The site currently has an attached single garage with a flat roof.

#### Planning Status

The application site is located within an area identified as being Predominantly Residential Use by the Douglas Local Plan.

Within the adopted Isle of Man Strategic Plan, the following is considered to be relevant in the determination of this application:

"As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."

### Planning History

The following previous planning applications are considered relevant to the assessment and determination of this application:

PA 91/01835/B which sought permission for alterations to the rear of the property and re-roofing. This was permitted.

### Representations

Douglas Corporation does not object to this application. The Department of Transport Highways Division does not object to this application. The Department of Transport Drainage Division indicates no objection subject to the imposition of a condition relating to the drainage of surface water. The Isle of Man Fire and Rescue Service issues a note relating to the installation of smoke detectors to be attached to any subsequent approval.

We have received no privately written representations in relation to this planning application.

### The Proposal

This application seeks approval for alterations and the erection of a two storey extension to provide a replacement garage and additional living accommodation. The extension would be constructed on the side elevation of the existing dwelling and would utilise a hipped-gable roof style to match with the existing dwelling. A ground floor window would be installed in the side elevation to serve the garage.

### Assessment

The design of the proposed extension is considered to be in-keeping with the existing dwelling in terms of scale and form. The extension would not impact upon the parking available to the property and as such there would be no loss of amenity to the existing dwelling.

The omission of first floor windows to the side elevation would prevent any issues of overlooking which may otherwise impact upon the privacy and amenity of adjacent property 32 Port-E-Chee Avenue. It is considered that an adequate distance of separation will be retained between the proposal site and number 32 in order to protect the amenity of both properties.

It is therefore concluded that this proposal accords with the provisions as set out within Paragraph 8.12.1 of the Isle of Man Strategic Plan as it would not have an adverse impact on either adjacent property or the surrounding area in general.

### Recommendation

It is recommended that the application be permitted.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the plans and information PT DRWG 2 and PT DRWG 3 submitted and date stamped 11th October 2007.

C 3. The external finishes of the extension must match those of the existing building in all respects.

C 4. There must be no discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and Sewerage Act 1999.

N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
