## Department Of Local Government And The Environment ### Memorandum To: Ian McCauley, Director of Planning and Building Control From: Ian Brooks, Planning Officer Subject: Compliance with Conditions: 07/01920/C – Change of use from existing day centre and clinic to a temporary night shelter for a maximum of 8 beds and 1 staff bed, for a period of six months, Kingswood House, 3 Harris Terrace, Douglas Date: 10/09/08 To consider the submission of details in accordance with Condition 2 of Planning Permission 07/01920/C. Condition 2 stated: "That the use of the building as a night shelter shall not commence until a local liaison committee has been set up in accordance with a scheme to be submitted to and approved in writing by the Planning Authority." The operators of the property have submitted the terms of reference of the Liaison Committee and the complaint procedure for consideration as a scheme in accordance with Condition 2 of the planning permission. The Liaison Committee will consider operational reports, reports on complaints and their resolutions. The Committee will meet on a monthly basis. The complaints procedure includes details on how the Planning Authority will be kept in formed of complaints and their resolutions so as to monitor the use of the building. I consider the terms of reference of the Liaison Committee along with the complaints procedure is a satisfactory scheme and I therefore recommend that Condition 2 be discharged.
