## Site Visit Report: S.Gray, DOI Planning ### Old Turkeylands and New Turkeylands on 27th February 2014 #### Old Turkeylands Old limestone quarry - extraction commenced pre 1948. Site includes: - former landfill inert and asbestos. No PA identified – may have been permitted as part of restoration requirements for IDO extraction 31807 - store for older unprocessed IBA - block/brick making plant - processing area for IBA operating under PA07/01611/B. Three conditions: commencement; ref operations to P&ES and, limit hours of operation. 0700-1700. From the site visit it would appear these conditions are being met. Recent problems with delivered IBA containing high metal an unburned/non-inert fractions have been addressed. New protocol in place at EfW. IBA is inspected by EfW staff prior to/during loading, as well as a visual by the Coals driver before the IBA is transported form the plant. IBA primary screened to remove oversize then stockpiled (circa 3 month maturation on pad) before further crushing/screening and removal to New Turkeylands for deposit/storage. Some issues during v high winds with airborne particles - operations suspended until wind decreased. All operational personnel subject to company health screening. IBA pad 'Leachate' tested on Island and also samples of liquid and solid sent to UK lab for validation. Contract for removal of scrap to UK for recycling currently under negotiation Landfill for asbestos nearing capacity although tonnages have declined considerably. Site bentonite lined with boreholes for sampling. #### Actions: - monitor site. - request Colas for an estimated capacity of current asbestos infill and ascertain what steps are being taken by Waste Management to identify a replacement facility for disposal of asbestos. #### New Turkeylands Mineral extraction covered by two permissions IDO30698, and the RESA extension PA 07/02014/B which requires restoration in accordance with the scheme approved under PA04/01434/B. Reclamation by infill with inert waste permitted under PA04/01434/B. Variation to allow deposit/storage IBA permitted under PA07/01612/B. This PA was granted by an inspector as part of a co-joined inquiry and requires the submission of a restoration scheme. There is no record on file of any scheme being submitted or indeed any discussion regarding the need for such a scheme. #### Actions: - monitor site - follow up the outstanding requirements for submission of a scheme to agree what restoration scheme the site is operated under. - request details of the phasing and areas of infill of inert and IBA from COLAS
