### Officer's Report

The key issue here is whether the proposal will preserve or enhance the character and appearance of the Conservation Area. The proposed railings and gates are relatively modest. The pillars would look obtrusive and out of place. I consider this part of the proposal will enhance the character and appearance of the Conservation Area.

In respect of the creation of the off street parking space, the property does not have any off street parking. The proposal will require a small section of boundary wall to be demolished to allow a car parking space to be created. There is a substantial hedge on the frontage which will obscure any vehicle. On balance I feel this part of the proposal will have a neutral effect on the character and appearance of the Conservation Area.

The replacement roof will enhance the appearance of the building in the context of the Conservation Area. I feel consider this part of the proposal to be acceptable.

I therefore recommend that planning permission be granted subject to conditions.
