### Officer's Report

#### The Site

The site represents the residential curtilage of an existing detached bungalow which sits on the north western side of Scarlett Road which runs south west from Farrant's Way. The property has dormer accommodation and existing flat roofed dormer windows in the front and rear of the roof. The property also has a flat roofed garage attached to the right hand side of the bungalow.

#### Planning Status

The site lies within an area of Predominantly Residential on the extant Castletown Local and draft Area Plans.

#### Planning History

There have been no planning applications submitted in respect of this site.

#### The Proposal

Proposed now are alterations to the existing dwelling in the form of:

- lowering of the cill level of an existing windows in the south western elevation
- installation of patio doors in place of an existing single door and windows
- introduction of a glazed panel in the front porch and
- enlargement of rear flat roofed extension.

### Representations

- Department of Transport Highways and Traffic Division indicate that they do not oppose the application
- Department of Transport Drainage Division indicate that a condition should be attached to require that no surface water is discharged to the main sewer and
- The Isle of Man Fire and Rescue Service recommends the installation of domestic smoke detection.

### Assessment

The changes to the property are minor and will not affect those in the neighbouring properties. There will not be any adverse impact visually from the proposals.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The points raised by the Isle of Man Fire and Rescue Service are the responsibility of the Building Regulations and as such this party should not be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the alterations and extensions shown in drawings 001, 002 and 003 all received on 26th September, 2007.

There must be no discharge of surface water to the main foul sewer.
