### Officer's Report

#### The Site

The site represents the curtilage of an existing dwelling situated on the north eastern side of Bridge Street. The site actually accommodates two properties - The Malt House and Cottage which are not linked other than having to go into the rear yard to gain access from one part to the other. The Malt House is a fine building with substantial chimney stacks. There are other buildings on both sides of the site and the grounds of Lorne House to the rear (north).

#### Planning Status

The site lies within an area designated on the Castletown Local Plan and the draft Castletown Area Plans as Predominantly Residential. The property also lies within Castletown's Conservation Area.

#### Planning History

Planning permission was granted for the refurbishment of The Malt House to create additional living accommodation under PA 91/4180 (permitted).

#### The Proposal

Proposed now are alterations and extension to provide a lift in the rear yard, enclosed in a conservatory, providing access from the first floor rear bedroom in The Malt House down into the rear yard or straight into the Cottage. The conservatory is a single storey structure out of the roof of which comes the lift which has a white powder coated aluminium frame.

### Representations

The Isle of Man Fire and Rescue Service recommends the installation of domestic smoke detection.

### Assessment

The conservatory is not objectionable. The appearance of a lift coming out of the roof is a little peculiar. However, neither structure will be visible by the public and therefore could not be said to be detrimental to the appearance or character of the building or the Conservation Area in which the property is situated. The top of the lift shaft is below the height of the roof of The Cottage.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The Isle of Man Fire and Rescue Service raises issues in relation to the Building Regulations and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the alterations and installation of a conservatory and lift all as shown in drawings reference 06/2167/01, -02, -03 and -04 all received on 17th August, 2007.

N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
