## Officer's Report

#### The Site

The site represents the curtilage of Grenaby Mooar - a large detached house which sits besides stone outbuildings on the western side of the Grenaby Road (B41).

#### Planning Status

The site lies within an area of "white land" on the Isle of Man Planning Scheme (Development Plan) Order 1982.

#### Planning History

Planning permission was sought and granted for the conversion of the outbuildings to ancillary accommodation under PA 04/0987 and self-catering tourist accommodation permitted under PA 05/2083 and alterations to the main dwelling were refused under PA 05/2073 but permitted under PA 06/0682.

#### The Proposal

Now proposed is the replacement of the stone external staircases with metal ones on the northern elevation. These are more similar to some of the metal staircases which were originally permitted under PA 04/0987 (drawing reference 0412/PL004) but were amended for stone staircases under the same application (drawing reference PL004A). The stair on the left hand side of the northern elevation was originally shown as metal but amended to stone and this remains in stone. The stair serving the two storey rear annex remains as amended (originally shown as metal). Neither of the two staircases serving the doors beneath the eaves peaks on the northern elevation were there on the original plans submitted for the 04 application but the amended plan for that application introduced them with a stone platform with a metal stair running up to it. These are now to be entirely metal. The elevation annotated as "west" is not the same elevation as was previously shown as west.

## Representations

The Society for the Preservation of the Manx Countryside and Environment object to the application for the reason that "this would be spoiling-the-ship-for-a-hap'th-of-tar", whatever this means, and that the vernacular should be adhered to.

Malew Parish Commissioners and Department of Transport Highways and Traffic Division indicate that they do not object to the application.

## Assessment

Whilst the stone staircases would undoubtedly look better than the metal ones which are now proposed, they are very similar to ones which already have approval and which could be installed under the terms of the previous permission. The applicant, not realising that this amendment was sufficiently different from the approved scheme to warrant planning permission, has already installed the staircases and has provided photographs of them. The metal staircases are, perhaps, less intrusive than the more substantial stone ones and detract less from the solid form of the buildings.

I do not consider that these staircases detract from the appearance or character of the building and are similar to those which already have permission.

## Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The Society for the Preservation of the Manx Countryside and Environment are not directly affected by this development and as such should not be afforded party status in this instance.
