### Officer's Report

#### The Site

The site represents the residential curtilage of an existing dwelling situated on the south side of Groudle Road which runs from the A2 main road in an easterly direction. The dwelling is a bungalow and resides on a corner plot with an access road which runs from Groudle Road to The Fairway to the immediate west of the dwelling and thus makes the rear of the property accessible by vehicle.

The site lies within an area designated by the Isle of Man Planning Scheme (Onchan Local Plan) 2000 as Residential

#### Planning History

Under PA 97/01420/B the erection of a replacement dwelling with garage was approved and under PA 03/00098/B the erection of a detached garage to the rear of the dwelling was approved.

#### The Proposal

Proposed is the erection of a detached garage to the rear of the dwelling, the garage is to match the external appearance of the existing main building. The proposal has previously been approved under PA 03/00098/B.

#### Representations

Onchan District Commissioners recommend that this application be approved for planning purposes only.

### Assessment

The proposal has previously been passed under PA 03/00098/B which has now lapsed. Nothing has changed materially in this proposal from PA 03/00098/B which was approved, furthermore there are examples of detached garages in the adjacent properties with vehicular access and as such in my opinion the application should be approved.

### Party Status

The Department of Transport (Highways Division) and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2006, considered "interested persons" and as such should be afforded party status.
