### Officer's Report

#### The Site

The site represents the residential curtilage of an existing dwelling which resides on the corner of the key junction of A27 main road in the village of Dalby. The property is a large detached dwelling.

#### Planning Status

The site lies within an area designated as an area of high landscape value and scenic significance in the Isle of Man Development Plan 1982.

#### Planning History

Under PA 02/00625/B the installation of replacement windows was approved and under PA 04/01908/B the installation of UPVC windows to replace the existing windows.

#### The Proposal

Proposed is the erection of a replacement porch. The replacement would consist of a slate roof, double glazed rosewood UPVC windows and rendered blockwork to form the walls.

The Department of Transport (Drainage Division) had no objection to the application in principle but subject to the following conditions;

Soakaway – it is noted that the surface water from the proposed porch is to be discharged via a soakaway. If the necessary approval for the installation of a soakaway is not approved by Building Control then the Drainage Division would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought.

Also noted by the Drainage Division was the presence of public foul sewers in the rear garden of the property, the applicant is requested to contact the Drainage Division and agree a suitable position for any soakaway in order to avoid any interference with the public system.

### Assessment

The dwelling is one of the most prominent and visible buildings in the village and as such the preservation and enhancement of the character of the property is the central consideration in this proposal. The existing porch is wooden framed with a brown tile hang and similar roof, the tiles are very weathered and in my opinion detrimental to the appearance of the dwelling. The proposed replacement porch would be wider than the existing and made up of large windows, with rosewood UPVC framing, either side of the door and on the side elevations above a short rendered wall to match the finish on the existing house as opposed to the weathered brown look of the existing porch. The proposals would in my opinion provide a more aesthetically appealing frontage to the house and would sufficiently preserve the character of the property and as such I would recommend that the application be approved.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2006, considered “interested persons” and as such should be afforded party status.
