### Officer's Report

#### The Site

The site represents the curtilage of 30 Douglas Street, a terraced three-storey property located on the southern side of the road. To the rear of the property are a number of outbuildings.

#### Planning Status

The property is located within an area identified as being of Mixed Use by the Peel Local Plan. The site is also within the Peel Conservation Area.

#### Planning History

Whilst there have been a number of recent planning applications relating to this site it is not considered that any of them are particularly relevant to this current planning application.

#### Representations

The Department of Transport Highways Division indicate that it does not oppose the proposal. Peel Town Commissioners have not commented on this application.

The owner/occupier of 32 Douglas Street has submitted comments objecting to the application. The comments may be summarised as the building being of historical importance and issues of privacy.

## The Proposal

Proposed here is the removal of a disused chimney from a rear outbuilding. The chimney is of stone and sandstone construction and projects above the outbuilding roof. At present the chimney is used to support and screen a metal flue.

## Assessment

The comments received from the owner/occupier of 32 Douglas Street were passed onto the Conservation Officer and the response is set out in the supplementary report below.

In terms of planning considerations the impact on the existing buildings, neighbouring property and the surrounding area in general must be assessed. In terms of the existing building whilst the loss of the chimney would have an impact upon the character of the structure, its location and general condition combined with the issues raised in the Conservation Officer would suggest that the removal of the chimney would be acceptable.

The impact upon the surrounding area would be most apparent from the rear lane which runs behind the proposal site and the properties of Boilley Spittal. This is not a main thoroughfare and is not the principal elevation of either Douglas Street or Boilley Spittal. As such it is not considered that the demolition of the chimney would have an unacceptable impact upon the surrounding area.

The owner/occupier of 32 Douglas Street raised the issue of the metal flue currently attached to the chimney. A letter was sent to the applicant asking for information relating to the provisions for relocating the flue. A response to this letter was received with the applicant stating that the metal flue would be reduced to the 'standard length' and would be positioned to project out of the roof. Given the building's location this is considered to be a suitable solution.

On balance it is considered that the proposed demolition of the chimney is acceptable and is therefore recommended for approval.

## Conservation Officer'S Supplementary Report:

Following a request from a local resident, the Conservation Section carried out research into whether the building in question merited Registration. Our research indicated that this is one of a number of former bakeries that survive in Peel (no longer in use as bakeries and more often than not, used as Stores) and that there was little to suggest that the building met the criteria as set out within Policy RB1 of Planning Policy Statement 1/01 - Policy and Guidance Notes for the Conservation of the Historic Environment of the Isle of Man.

What may be of consideration is the stainless steel flue evident in the photography. This flue would be more visible following the removal of the masonry chimneystack. There may be a case of relocating the stainless steel flue within the existing stone chimney. Given the building's location though, this may not be deemed to be of significant importance.

Given its location away from the main public thoroughfare and the fact that it is not readily visible from the same and, that our research suggests that it is not of Registerable quality, I am content with the removal of the chimney.
