### The Site

The site represents the curtilage of Peel Clothworkers' School which sits on the eastern side of the main town of Peel.

### Planning Status

The site is located within an area of Education on the Peel Local Plan approved by Tynwald in 1989.

### Planning History

The following applications are considered to be specifically relevant to the consideration of this application:

05/01272/B sought permission for internal alterations, extensions to provide assembly hall, administration rooms, special needs block, kitchen, boiler house and toilets, new road access, car parking, traffic management and external canopies. This was permitted 21st December 2005.

05/92374/B sought permission for the construction of access ramps and steps to facilitate access for the disabled. This was permitted 16th March 2006.

## Representations

The Department of Transport Highways Division does not oppose the application subject to a condition relating to the installation of pedestrian barriers. The Manx Electricity Authority attaches a note regarding underground cables. Peel Town Commissioners recommend that this application be approved.

We have received no privately written representations relating to this application.

## The Proposal

This proposal seeks permission for the creation of two pedestrian access points to the southern curtilage of the site.

## Assessment

The proposal is considered to represent an improvement to the existing pedestrian access and does not create any adverse impacts to the surrounding area.

## Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

- The Department of Transport Highways Division
- Peel Town Commissioners

Accordingly the following parties are not granted Interested Party Status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to drawings SC856/P/20, SC856/P/21 and covering letter all submitted and date stamped 5th June 2007.

C 3.

Prior to completion, the applicant shall install a pedestrian barrier at the proposed pedestrian access points to prevent children from running straight out of the accesses into the carriageway.

N 1.

The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.

The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
