### Officer's Report

THE SITE The site represents the curtilage of Ballasalla Primary School which is located within Clagh Vane.

PLANNING STATUS The site is designated as Primary School on the Isle of Man Planning Scheme (Development Plan) Order 1982.

## PLANNING HISTORY

There have been various applications submitted in respect of this site, including applications for a mobile classroom - 89/0159 which was permitted.

## THE PROPOSAL

Proposed now is the installation of a mobile classroom to the rear (west) of the school building. The siting of the classroom has been amended to take account of existing drainage. The classroom will be 8.5 by 15m in area and 8.2m to the ridge.

REPRESENTATIONS Department of Transport Highways and Traffic Division and Malew Parish Commissioners raise no objections. Department of Transport Drainage Division recommends the inclusion of conditions if the application is permitted Fire Prevention Officer recommends consultation with them regarding fire safety Disability Access Officer recommends that the classroom is usable by disabled persons.

## ASSESSMENT

The school site is contained and well screened from the main road. The mobile classroom will be visible from Quine's Close and the rear of the properties on the north eastern side of the Main Road between the Whitestone roundabout and Mill Road but with no significantly adverse impact.

There are longer term plans to replace the school when and if new housing proposals including public sector housing are approved at Glashen Farm which will release additional land within Clagh Vane for the demolition of existing public sector housing which will make space for a new school.

## PARTY STATUS

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The points raised by the Fire Prevention Officer are the responsibility of the Building Regulations and as such should be addressed by way of a note. The Fire Prevention Officer should not as such be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the erection of a mobile classroom as shown in drawings P01 received on 6th June, 2007 and P02A and P03A received on 4th July, 2007.

C 3. There must be no discharge of surface water to the main foul sewer.

N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.

N 2. The applicant should ensure that the mobile classroom is fully usable by disabled persons.
