### Officer's Report

#### The Site

The site represents the curtilage of Malew Football Club and land to the north west. The site accommodates the playing field, the clubhouse and some rough ground to the north west. Access to the site by car is via the rear (north west) of Oatfield Rise within Clagh Vane. the site backs on to an open area of pos.

#### Planning Status

The site lies within an area designated as Playing Field on the Isle of Man Planning Scheme (Development Plan) Order 1982.

#### Planning History

The following applications have been submitted in respect of this site:

PA 84/0767 - extension to sports pavilion/community hall to provide store and alterations to provide bar servery, Malew FC Clubhouse - permitted PA 89/1498 - erection of storage building - permitted PA 92/0686 - provision of floodlights - permitted

### The Proposal

Proposed now is the demolition of the existing equipment store and its replacement with a new one. The existing store lies at the end of Oatfield Rise on the southern side of the site. The proposed store will be replaced by a new building further up the site, alongside the clubhouse and backing onto the pos.

### Representations

Department of Transport Highways and Traffic Division and Malew Parish Commissioners have no objection to the application.

Department of Transport Drainage Division recommend the attachment of a condition which requires that no surface water is discharged to the main sewer.

Fire Prevention Officer recommends consultation with respect to the Fire Precautions Act of 1975.

### Assessment

The new position for the store is further from residential property so is more neighbourly and the size of the new building is similar to that of the existing which is to be demolished. The new building will be 6m by 12m and finished in dark grey sheeting. There is vegetation and an established hedge between the new building and the open space behind which will help screen its impact.

### Representations

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

Fire Prevention Officer refers to compliance with other legislation and as such should not be afforded party status in this instance.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the erection of a replacement store for use in conjunction with Malew Football Club, as shown in drawings 028-001 and -002 both received on 21st June, 2007.

C 3. There must be no discharge of surface water to the main foul sewer.

N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
