### Officer's Report

#### The Site

The site represents the curtilage of the detached dormer bungalow, "Stoneycroft", Glen Vine Road, Glen Vine, Marown. The dwelling is located on and set back from the east side of Glen Vine Road neighborhood by the property "Toi et Moi" to the south and 75 Ballagarey Road to the north. To the rear of the property are the gardens of 73, 71, 69, 67 and 65 Ballagarey Road.

#### Planning Status

The site is identified as being predominantly residential by the 1982 Development order. The Isle of Man Strategic Plan 2007, paragraph 8.12.1 states:

'As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such

extensions would not have an adverse impact on either adjacent property or the surrounding area in general.'

### Planning History

PA89/00451/B sought permission for the construction of a conservatory to the south elevation of the dwelling. This was permitted.

### The Proposal

Proposed here are alterations, the erection of a sun room and kitchen extension, the installation of dormer windows and an external staircase.

The extension is to be a single storey with a pitch roof running parallel to the main building and will measure approximately 10 m by 4 m with a height of 4 m. There are to be two projecting gables to the east gables, each housing double doors providing access to the existing kitchen and dining room respectively.

The proposed dormer windows are to be installed in the east-facing roof above the existing garage. These will match the existing dormers on the west elevation of the garage roof.

Finally an external staircase is proposed to run from a new doorway to be located at first floor level on the north gable of the garage.

### Representations

The Department of Transport Highways Division has indicated that it does not oppose this application. Marown Parish Commissioners are generally supportive and have no objections to the application. The Department of Transport Drainage Division has no objection subject to a standard condition relating to the discharge of surface water being imposed. The Isle of Man Fire and Rescue Service has attached a note relating to the installation of smoke detectors.

### Assessment

A site visit on the 6th September 2007 ascertained that the proposed developments would be in-keeping with the existing dwelling in both use of materials and design. The site is well-screened from the highway and from neighbouring properties reducing any possible visual impact. The rear boundary of the property, on to which the proposed dormers and rear extensions will face, is particularly well screened by mature trees. It is considered that the distance from neighbouring properties and existing vegetation are sufficient enough to overcome any issues of overlooking/perceived overlooking effectively. It is therefore resolved that this proposal would not have an adverse impact on either adjacent property or the surrounding area in general.

For these reasons it is recommended that this application is permitted.

### Party Status

It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

- The Department of Transport Highways Division.
- Marown Parish Commissioners

Accordingly the following parties are not granted Interested Party Status:

- The Department of Transport Drainage Division
- The Isle of Man Fire and Rescue Service

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the plans and drawings 4116/4, 4116/3, 4116/2A and 4116/1A submitted and date stamped 21st June 2007.

C 3. The external finishes of the extension must match those of the existing building in all respects.

N 1. There must be No discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.

It is noted that the surface water from the property is to be discharged via a soakaway. The use of soakaways are subject to Building Control approval and if this approval is not granted, the Drainage Division would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought.

N 2. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
