### Officer's Report

#### The Site

The site represents the curtilage of a semi-detached house situated on the eastern side of Athol Avenue, a cul de sac leading south from Athol Park. The site lies at the southern end of this cul de sac.

#### Planning Status And Relevant Policies

The site lies within an area designated on the Port Erin Local Plan of 1990 as Predominantly Residential.

#### Planning History

The only planning application to have been submitted in respect of this site was PA 89/1877 which proposed the erection of a radio antenna mast and was permitted.

#### The Proposal

Proposed now is the demolition of the existing detached garage (which does not require planning permission) and the erection of an extension to the house incorporating a flat roofed garage at the front with a balcony atop with a kitchen behind. Also proposed is an extension on the other side of the rear elevation to provide a garden room. This is a single storey pitched roofed structure.

## Assessment

The proposal introduces a much wider garage than is presently on the site and also brings a single storey annex within 1m of the property to the north. The property is, however, off a cul de sac which reduces the visual impact of the extensions and alterations. Whilst the garden room brings the rear of the dwelling further out from the rear of the property, close to the adjacent property, this is only single storey and there are no windows from which any overlooking of the adjacent property could arise.

## Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
