### Officer's Report

THE SITE The site represents the curtilage of an existing semi-detached property situated in the relatively new development off the Moaney Road to the west of the A5 Castletown Road. The property lies to the south of number 11.

PLANNING STATUS The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Proposed Residential.

PLANNING HISTORY PA 99/0590 - development of the estate - approved on appeal PA 03/0515 - addition of garages on previously approved dwelling - permitted PA 06/1606 - alterations and erection of a single storey extension to rear and side elevation and garage - permitted PA 07/0582 - erection of conservatory to rear elevation - permitted.

## THE PROPOSAL

Now proposed is the conversion of the existing garage to living accommodation in the form of a bathroom and utility. The footprint of a new garage is shown alongside, the same size as the existing which is to be converted.

### Assessment

Planning permission has already been granted for the conversion of the existing garage to a bedroom and the extension of the property to provide a garage (PA 06/1606). As such, the impact of the conversion of the existing garage and the erection of a garage which could be erected under the provisions of the pdo would not be significantly different from what has already been considered acceptable.

There will be no adverse impact from either the conversion of the garage with or without the erection of a further garage, on the neighbours or the appearance of the property and as such I recommend that the application is permitted.

### Party Status

The points raised by the Fire Prevention Officer are the responsibility of the Building Regulations and as such should be addressed by way of a note. The Fire Prevention Officer should not as such be afforded party status in this instance.

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
