### Officer's Report

Site

The application site Clybane, Mooragh Promenade, Ramsey, is part of a row of four storey terraced properties which are located on the western side of Mooragh Promenade.

Land Use Zoning / Policy

The dwelling has been zoned under the Ramsey Local Plan Order 1998 as being within an area of residential/office use; the site is not within a Conservation Area.

Proposal

The application proposes the creation of two additional self contained flats.

### Representations

The Ramsey Commissioners have asked for additional information:-

The drawings submitted do not clearly show the existing and proposed layouts for the creation of additional self contained flats. An amended drawing should be submitted indicating the existing and proposed layouts for each floor within the building in order that a clear understanding of the proposed can be made.

The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The IOM Water Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

We have received no privately written representations objecting to the application.

### Assessment / recommendation

The proposed alterations are to the first and second floor only. The applicant has stated that; "the previous application on this property for planning mistakenly stated that flat 5 was an existing flat. This now turns out not to be the case, hence the application."

Initially I was confused as flat 5 does not appear on the submitted plans. However after discussion with the application, it became apparent that the numbering on the drawing was incorrect. Flat 4 which is indicated on the drawing (second floor) should in fact read flat 5. Additional the second flat involved within this application, flat 3 (first floor), is in fact flat 7.

Overall this submission is very similar with the previous application (06/01052/B), in that the application proposed the conversion of two flats, one to the front of the property and one to the rear, as this application also does.

As with the previous application, I consider the submission to provide acceptable general amenity to both of the flats. The flat to the front elevation has a very good outlook, having sea views and views along the promenade. The flats to the rear also have a reasonable outlook, with views of Mooragh Lake. For these reasons the proposals would be appropriate in these locations and comply with Housing Policy 17, and therefore my recommendation is for an approval.
