#### The Site

The application site represents a detached dwelling known as “The Garth” situated on south side of Quarterbridge Road, Douglas.

#### Planning Status

The site is located within the Douglas and falls to be considered with regard to the Douglas Local Plan Order 1998, Map No. 3 (North). The site is identified as ‘Predominantly Residential’.

#### Planning History

There have been a number of previous planning applications that are considered relevant to this application:

- 04/00642/C sought permission for the change of use of tourist accommodation unit to additional residential accommodation for the main dwelling. This was permitted 6th May 2004.
- 00/00653/C sought permission for the change of use of apartment to tourist accommodation. This was permitted 29th August 2000
- 95/01475/B sought permission for the alteration and extension to the existing dwelling. This was permitted 22nd February 1996

#### The Proposal

The proposal seeks permission for alterations and extension to the rear of the dwelling. This would involve the extension of the roof line of the existing garage block and the creation of a new dormer window to the north elevation of the roof to match the existing two located on the block. To the south elevation, two roof lights are to be installed. The extension will occupy floor space currently used a courtyard. A porch will be constructed providing ground floor access to the property from the scaled down courtyard. Sliding or folding doors, 4 panels in total, are to be fitted to the south west elevation facing onto the courtyard. A feature circular window is to be located at first floor level above these doors.

Internally the extension will provide indoor access to the accommodation above the garage block via a newly constructed mezzanine floor.

### Representations

Douglas Corporation has no objection to this application. The DOT Highways Division has indicated no objection to the proposal. There have been no private representations in relation to this application

### Assessment

This proposal must be assessed with regard to the following considerations:

a) Impact on the existing property; b) Impact on the neighbouring properties and the surrounding area. c) Overlooking

These will issues will be assessed below:

a) This proposal is considered to be relatively minor in terms of impact on the existing property. Indeed the proposed development is likely to represent an improvement on the existing situation as the extension balances the façade whilst also providing better access to the additional accommodation above the garage. b) Impact on the surrounding area is, as a result of the scale of this development, anticipated to be neutral. The scale, design and materials proposed will ensure that the extension is in keeping with the area generating a neutral impact overall. c) Issues of overlooking are only of concern in respect of neighbouring properties Braymar, Mayland and Del Monique located on Woodlands Road, behind the proposal property. These dwellings occupy an elevated position, looking on to the proposal site from their rear elevations. However existing mature trees and planting provide adequate screening to mitigate any issues of overlooking so as to mitigate them sufficiently.

Overall it is considered that there will be no loss of public or private amenity as a result of this application.

### Recommendation

It is recommended that this application be permitted.
