## THE APPLICATION SITE AND PROPOSED DEVELOPMENT

The application site comprises the curtilage of a detached dwelling that is located on Clarum Lane, off Ballaragh Road, in Lonan.

The proposed development comprises of the alteration and extension of the dwelling to provide additional habitable accommodation. The proposal includes the addition of a first floor to the dwelling.

PLANNING HISTORY There are no previous planning applications that are considered material to the assessment of this current planning application. REPRESENTATIONS Lonan Parish Commissioners recommend that the planning application be approved. The Society for the Preservation of the Manx Countryside and Environment commented on the planning application. The Isle of Man Fire and Rescue Service recommend the installation of smoke detectors. PLANNING POLICY

Under the Laxey and Lonan Area Plan Order 2002 the application site is within a wider area of land designated as open space/agricultural use. It is also within a wider area of land recognised as being of high landscape value and scenic significance. It is also within a wider area of land that is designated as being unsuitable for development owing to a danger of pollution of an existing or future public water supply.

### Assessment

The proposed development essentially alters and extends an existing single-storey dwelling to create a two-storey dwelling. Approval for the extension of a single storey dwelling into a two storey dwelling was recently granted for a nearby property, which could be said to have established a precedent in the area. The existing dwelling is not a particularly attractive design and is best described as being of its era. The proposed extension turns the appearance of the dwelling into a dwelling of more traditional appearance. By reason of this it is considered that the resultant form of the proposed two-storey dwelling is in keeping with the countryside location. Due to its isolated location it is also considered that the proposed development does not adversely impact on private amenity. In terms of public amenity it is considered that the resultant form of development is visually acceptable.

In terms of the designation of the application site as being within an area zoned as being unsuitable for development owing to a danger of pollution of an existing or future public water supply it is believed that this zoning and issue relates to completely new development rather than development related to existing property, such as proposed by this planning application. It would be unreasonable to prohibit any extension or alteration of existing properties.

Overall, it is considered that the proposed development is acceptable and it is recommended that the planning application be approved.
