#### The Site

The site represents the curtilage of the semi-detached two storey dwelling, 16 Meadowbrook Gardens, Douglas. The dwelling occupies the first plot reached on entering the cul-de-sac. A planning application approved in 2000 gave permission for the change of use of a piece of land adjacent to the property to extend the garden of the dwelling. The site is therefore larger than others within the cul-de-sac.

#### Planning Status

The site is identified as an area of 'Predominantly Residential Use' by the Douglas Local Plan Order. The site is not within a Conservation Area.

Paragraph 8.12.1 of the Isle of Man Strategic Plan, June 2007, states:

'As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general.'

## Planning History

PA 07/01054/B sought permission for the erection of an extension over the garage of the dwelling. This was permitted 24th June 1997.

PA 99/02307/C sought permission for the change of use of land adjacent to the dwelling to extend the garden. This was permitted 18th May 2000.

PA 00/00165/B sought permission for the erection of fencing to the enlarged garden. This was permitted 16th June 2000.

## The Proposal

Proposed here is a single storey extension the side and rear of the dwelling to provide a sun lounge. The approximate floor space of the extension would be 45.25 sq m. The proposed extension is on the original garden of the property, not the land subject of PA 99/02307/C.

The extension is to have five roof lights, four windows and a set of glazed doors. Materials are to match existing.

## Representations

The DOT Highways Division have indicated that they do not oppose the application. Douglas Corporation has no objection to this application.

We have received no privately written representations.

## Procedural Matter

The 'Description of proposed development' section of the submitted application form clearly states: 'Proposed sun lounge extension to rear of dwelling'. However the submitted drawings also show the conversion of the existing integral garage opening to form a window. This has not been applied for by this planning application and as such will not be considered in this assessment. The conversion of the garage would require a separate planning application.

The applicant was informed of this by letter and responded instructing that he would like the existing application to be assessed as described and that a later separate application for the garage conversion would be submitted.

## Assessment

The enlarged garden area is able to accommodate the extension that may otherwise be considered as over-intensive given the size of the original garden.

A site visit carried out 1st August 2007 ascertained that there is adequate vegetation in place to provide screening to the rear and side of the proposed extension, reducing visual impact.

As a result of the single storey nature of the extension combined with existing screening, it is considered that the proposal would not have an adverse impact on either adjacent property or the surrounding area in general.

## Recommendation

It is recommended that this application be permitted
