### Officer's Report

This application is an amendment to planning permission 07/00205/B. The permission proposed to erect a news dwelling with a car parking space between the news dwelling and No.16 Oxford Street. This application is to join the new news dwelling to No.16 Oxford Street and still providing an off street parking space in the form of a garage. A boundary wall currently connects the existing property to No.16 Oxford Street. The joining up of the news dwelling to No.16 would not be too different to the existing appearance. I consider the proposal will not adversely affect the visual amenities of the street scene. I therefore recommend that planning permission be granted subject to conditions.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

Whilst IoM Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the erection of a dwellinghouse with integral garage as shown in drawing number 0440/PL001 Rev D date stamped 31st May 2007.

C 3. In the interest of road safety sight lines of 2 metres by 23 metres shall be provided.

C 4. The roof(s) must be finished in dark natural slate.

C 5. Approval hereby given does not include the change of use of the ground floor shop to office use.

C 6. The proposed development must be connected to the main foul sewer.

NOTE: A Drainage Connection Fee will be payable to the Drainage Authority on this development

N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
