### Officer's Report

#### The Site

The site represents a very small part of the Meary Veg Sewage Treatment Works situated at Balnahowe in Santon. The site is accessed via a narrow country road which has become a concreted road since the introduction of the sewage works. The road is also a public footpath.

#### Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) (Santon Head Amendment) Order 1995 as sewage disposal works within a wider area of an Area of High Landscape or Coastal Value and Scenic Significance.

#### Planning History

PA 99/0845 - construction of sewage treatment plant with associated buildings and works, (IRIS Scheme) - permitted.

Works have also been undertaken to the building (mezzanine floor) and access to the site and around the office (PAs 05/0010 and 06/1724 respectively). Permission was recently granted to the erection of an additional cake silo (PA 07/0208).

#### The Proposal

Proposed now is the creation of a concrete foundation and base to place an oil and water separator unit on. This does not comply with the provisions of the Town and Country Planning (Permitted Development) Order 2005 so requires planning permission. It is, however a very insignificant part of the overall site and clearly essential for properly dealing with the discharge of water from the site.

### Assessment

The feature is in the middle of the existing infrastructure and separated from the public footpath by the sludge treatment facilities. There will be no adverse impact from the proposed works.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the installation of a concrete foundation and oil/water separation unit all as shown and described in drawings O/W001/B Rev C1, O/W 002, -003 and -004 all received on 4th April, 2007.
