### Officer's Report

#### The Site

The site represents the domestic curtilage of an existing semi-detached property which sits on the northe astern side of Scarlett Road. The property is single storey with an attached flat roofed garage. The property alongside has been extended and has dormer windows installed.

#### Planning Status

The site lies within an area of Residential use on both the Castletown Local Plan of 1991 and the draft Area Plan of 2001.

#### Planning History

PA 84/0647 sought permission for the change of use of garage to store room and was approved.

#### The Proposal

Now proposed is the extension of the property at the rear by providing a shallow-pitched conservatory closest to the adjoining property and the erection of a solid-walled kitchen extension alongside which will take the rear of the property as far back on the plot as is the existing flat roofed garage.

### Assessment

Whilst the conservatory brings the property very close to the neighbouring dwelling, this has already been extended and as such there will be no adverse impact from the glazed structure on the solid-walled extension next door.

There are no other adverse impacts from the development either on the appearance of the property itself or on the amenities of those in neighbouring property.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The points raised by the Fire Prevention Officer are the responsibility of the Building Regulations and as such should be addressed by way of a note. The Fire Prevention Officer should not as such be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the alterations and extensions shown in drawing reference 07/14/01 received on 10th April, 2007.

C 3. There must be no discharge of surface water to the main foul sewer.

N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
