### Officer's Report

#### The Site

The site represents the curtilage of the Beachcomber building - a long modern structure situated on the lower promenade in Port Erin between the former Herdman Institute and the Bay Hotel. The building has two floors - the ground floor is used as a fast food take away and a cafe with living accommodation above.

#### Planning Status

The site lies within an area designated on the Port Erin Local Plan as Tourism.

#### Planning History

The following planning applications have been submitted in respect of this site:

PA 90/1270 - extension to increase living accommodation - permitted on appeal PA 00/1828 - creation of first floor flat - permitted on review PA 05/0150 – approval in principle for demolition of the existing building and re-development for residential purposes - permitted on review PA 06/1949 - alterations, erection of an extension to side elevation with roof balcony over - permitted.

#### The Proposal

Proposed now is the retention of lights which have been installed on the outside of the building overhanging the front sign above the ground floor windows. The four lights are brass in colour with swan necks curving over the lamps which shine back onto the signage.

### Assessment

The lights are not offensive and externally illuminate signage which is not intrusive. There is not adverse impact from the lighting.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
