### Officer's Report

The proposed fencing will be located within the existing landscaping strip. The fencing will be colour coated green. I consider the proposal will have very little impact on the visual amenities of the locality. I therefore recommend that planning permission be granted subject to conditions.

### Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

Whilst MEA represents a statutory authority, the points raised in correspondence relate to non-planning matters and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the erection of security fencing as shown in drawing numbers 2007/09/01 and 2007/09/02 date stamped 8th March 2007, email from EMC Design dated 13th March 2007.

C 3. Within one month of the installation of the fencing it shall be colour coated in full accordance with details shown on the approved plans. Any replacement or modification shall be colour coated to match within one month of it being carried out.

I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
