## THE APPLICATION SITE AND PROPOSED DEVELOPMENT

The application site comprises of a field contained within a wider agricultural holding situated in Lonan on the western side of the A2 as it passes Baldrine Park. The application site currently contains an agricultural building and a cattle corral.

The proposed development comprises of the erection of an extension onto the existing agricultural building.

## PLANNING HISTORY

There have been two previous planning applications that could be considered specifically material to the assessment of this current planning application.

Planning application 04/01078/B sought approval for the erection of an agricultural shed on the application site. This previous planning application was appeal at appeal on the 10th August 2005.

Planning application 04/02300/R sought retrospective approval for the creation of a cattle corral with shelter banking on the application site. This previous planning application was initially considered and approved on the 9th September 2005, with the initial approval decision notice issued on the 12th September 2005.

REPRESENTATIONS

Lonan Parish Commissioners recommend that the planning application be approved. They comment on the history of the site and suggest that this should be final limit of development on the site.

## PLANNING POLICY

The application site is located within a wider area of land designated as open space/agricultural use under the Laxey and Lonan Area Plan Order 2005.

## ASSESSMENT

The planning application seeks approval for the erection of an extension onto an existing agricultural building that is contained within the site. The proposed extension is clearly related to an existing agricultural operation and is adjacent to an existing agricultural building and facility. The proposed extension is ancillary to the existing shed and its impact will be consequentially limited. The applicant has explained the need for the extension and such reasoning is accepted.

Whilst Lonan Parish Commissioners frustrations are understood the applicant is using the current building and facility legitimately in accordance with the previous planning approvals and conditions and it is not possible to approve something subject to a restriction prohibiting any further planning application. Rather, if further development is proposed it is the purpose of any required planning application to assess any future proposal. In this instance any further development is likely to require appropriate agricultural justification.

It is recommended that the planning application be approved.
