## THE APPLICATION SITE AND PROPOSED DEVELOPMENT

The application site comprises the curtilage of a semi-detached dwelling located on King Edward Road in Onchan.

The proposed development comprises of the installation of replacement windows and door in the rear, seaward, elevation of the dwelling. The dwelling is a Registered Building and this application is for Registered Building Consent.

### Planning History

Whilst the application site has been the subject of previous planning application it is considered that this is not specifically material to the assessment of this current planning application.

There is a concurrent planning application for the proposed works (07/00517/GB).

### Representations

Onchan District Commissioners recommend that the planning application be approved.

The Department of Transport Highways Division do not oppose the planning application.

### Planning Policy

The application site is within an area recognised as being within predominantly residential use under the Onchan Local Plan. Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan states:

"Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property."

## Assessment

Given the orientation of the elevation towards the sea the requirement for replacement windows and door is understandable. The application proposes to use timber as the replacement material and to replicate the appearance of the original windows and door.

The Building Conservation Officer is satisfied with the proposal subject to conditions requiring the submission and agreement of the details of the windows and door. On that basis it is recommended that the planning application be approved.

It is considered that the following parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status:

Onchan District Commissioners; and The Department of Transport Highways Division.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the location plan date stamped the 15th March 2007.

C 3. Prior to the commencement of works, samples of the proposed windows and door must be submitted to and agreed by the Planning Authority.

N 1. The applicant is recommended to contact the Building Conservation Officer to discuss the requirements of condition no.3 and to retain/re-use existing window ironmongery wherever possible.
