THE APPLICATION SITE AND PROPOSED DEVELOPMENT The application site comprises the curtilage of a detached dwelling that is located on Ballagawne Road in Lonan. The proposed development comprises of alterations and extensions to the dwelling to create additional living accommodation and garaging. PLANNING HISTORY

The application site has been the subject of one previous planning application that could be considered material to the assessment of this current planning application.

Planning application 07/00294/B sought approval for the erection of a replacement conservatory onto the dwelling. This previous planning application was considered and approved on the 5th April 2007, with the approval decision notice issued on the 17th April 2007.

REPRESENTATIONS Lonan Parish Commissioners object to the planning application on the grounds of the scale and design of the proposed extension. The Department of Transport Highways Division do not oppose the planning application. The Isle of Man Fire and Rescue Service recommend the installation of smoke detectors.

The Society for the Preservation for the Manx Countryside and Environment object to the planning application on the grounds of the scale and design of the proposed extension.

## PLANNING POLICY

The application site is located within wider areas of land that are designated as a) open space and b) high landscape value and scenic significance under the Laxey and Lonan Area Plan Order 2005.

The planning application seeks approval to extend the dwelling contained within the application site. In terms of assessing the planning application it is considered that the key material consideration is the visual impact of the proposal, specifically in terms of its effect on public amenity.

Whilst the reasoning for the design objections to the proposed development are understood it is considered pertinent to have regard to the existing form of the dwelling and visual presence within the area. In these regards it is appropriate to conclude that the form of the existing is already somewhat unusual and that due to screening the dwelling is only visible to the public from limited locations. It could be reasonably argued that the proposed extension balances the overall dwelling. Concerns regarding the use of flat roofs are not considered to be sufficient to warrant refusal of the planning application and given the proposed use of lantern rooflights is entirely appropriate. Whilst the proposed development also includes changes to, or the installation of new, windows it is considered that this is acceptable as there are no immediate neighbouring properties affected by such windows. Overall it is concluded that the impact of the proposed development on public and private amenity is acceptable.

It is recommended that the planning application be approved.
