### Officer's Report

#### The Application Site

The application site Mannix Court, Mooragh Promenade, Ramsey, is part of a row of five storey terraced properties which are located on the western side of Mooragh Promenade.

#### Planning Policy

The application site is within an area of mixed use, under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is not within Ramsey Conservation Area.

The Mooragh Promenade terraces have so far largely escaped the worst ravages of the window replacement operatives and we think a firm stand should be taken now to ensure that all replacements are vertical sliding sashes (of whatever material). We Object to top-hung sashes in such locations (and they will be particularly difficult to achieve where the heads are curved. Have they thought of that?)

The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

We have received no privately written representations objecting to the application.

### Assessment / Recommendation

The existing timber sliding sash and uPVC casement windows are in a poor state of repair. Although it would be preferable that sliding sash windows be installed, the site is not within a Conservation Area and the installation of new windows will enhance the appearance of the existing building and for these reasons the proposals would seem acceptable in these locations and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the submitted documents and drawings 07 0192/1, 07 0192/2, 07 0192/3, 07 0192/4, 07 0192/5 and 07 0192/6 all received on 19th March 2007.

N 1. This property falls within the remit of the Fire Precautions (Flats) Regulations 1996. The applicant is required to consult the Flats Inspection Team at the Fire Safety Department with regard to the windows to the rear of the premises, adjacent to the external fire escape.

I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
