### Officer's Report

Site

The application site Ballaseyre Beg, Andreas Road, Andreas is a two storey detached property which is located on the eastern side of the Andreas Road and southeast of Andreas Village. Within the application site, to the rear of the garden of Ballaseyre consists a detached doubled garage with store accommodation within the roof space.

The Boundary treatment along the northern boundary which runs adjacent to the A13 road consists of a 2 metre high hedgerow. Along the properties driveway there are a number of large mature trees which run along each side.

Land Use Zoning / Policy

The application site is within an area recognised as being an area of woodland, under the Isle of Man Development Plan Order 1982. The site is not a Registered Building, or within an area zoned as high landscape value or costal value and scenic significance.

Proposal

The application proposes the conversion of first floor store into a studio holiday apartment. Planning History Alterations and extension to garage to form workshop area including raising of ridge height to provide store (03/00546/B) - APPROVED Extension to dwelling (01/00685/B) - APPROVED Creation of living accommodation in existing garage & construction of new garage and conservatory (94/00875/B) - APPROVED Representations

Highways Division do not oppose subject to the imposition of the following condition:-

1. In addition to the parking provided to Ballaseyre Beg, one additional off street parking space shall be provided within the curtilage of the proposed apartment.
*Reason*
To ensure adequate parking provision for the proposed apartment.

Chief Environmental Health Officer:-
*The proposed flat must, on completion of the proposed works, comply with the requirements of the Housing (Flats) Regulations 1982 and be registered thereafter under the same Regulations.*

The IOM Water Authority make no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The Chief Fire Officer make no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

S.P.M.C. & E:-

This building in the countryside is neither redundant or worthy of Registration but lies within a domestic curtilage. If the conversion is to be allowed, it must be tied to the present dwelling in some way.

The Registration & Grading Commission has commented to the planning application, which can be summarised as the Commission fully supports the proposal.

The Authority has received no privately written representations objecting to the application.

### Assessment / Recommendation

The conversion of the first floor store room involves no external alterations to the existing property. The site can easily accommodate an additional off street parking provision. The use of the first floor as a tourist unit would not introduce any adverse impacts to the detriment of residential amenity of the neighbouring properties.

For these reasons the proposal would seem appropriate in these locations and therefore my recommendation is for an approval.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This approval relates to the submitted documents and drawing 03/388/2A all received on 16th February 2007.

C 3. The proposed studio holiday apartment hereby approved may be occupied in association with the main dwelling (Ballaseyre Beg) only, and not as a separate unit of residential accommodation.

C 4. To ensure adequate parking provision for the proposed apartment, one additional off street parking space shall be provided within the curtilage of the site.

N 1. Applicant to consult with Fire Safety Department as proposal falls within the scope of the Fire Precautions (Flats) Regulations 1996.

N 2. For a change in the supply to a premises (domestic or commercial) the applicant should contact the IoMWA Byelaws Inspector (Michael Karran), tel. 69 59 57
