# Design Statement Scholaby Mill

DESIGN STATEMENT FOR PLANNING APPLICATION

SCHOLABY MILL, RUSHEN. HINTOCK LIMITED.

Scholaby Mill is an historic disused building, ceasing use as a mill probably at the beginning of WW2 and although the mill pond and dam still exist, the wheel has long since vanished.

The Mill is a two-storey stone built building with a steeply pitched roof and a side two-storey extension to the south, possibly built at a later date.

The building itself however, is in excellent condition with the natural slate roof being intact, stonework good although in need of pointing, lintels all structurally sound and the northern brick arch entrance good. Windows and doors are however, missing. The side extension to the south although itself in good condition and finished with a natural slate roof, has moved away from the main building at its junction and this now needs to be rebuilt.

The building clearly is of historic significance and within its boundaries, includes a glen and the drained mill pond together with garden to the east.

Water is nearby in the lane, Manx Electricity Authority network nearby and drainage will be to a new septic tank.

The access track is well formed and stone built.

The proposal is to refurbish the building to create a two-bedroom residence with an attic room in the third storey with an area excluding the attic of some 1600 sq. ft.

Whilst the building may not be worthy of registration, renovation certainly falls within Planning Circular 389 for the following reasons.

1. The building has certainly architectural and historic interest.
2. There is a public footpath along the track and therefore, the building will contribute beneficially to the character of the countryside.
3. The building is substantially intact and structurally capable of renovation.
4. The building is obviously redundant.
5. All materials to be used in the renovation will be appropriate to the character of the building.
6. Whilst no extension is proposed, it is envisaged that the existing leanto would be rebuilt.
