Site

The application site comprises of field 134898 which is within Narradale, Sulby. The field is located on the western side of the lane which runs from the Ginger Hall Hotel near the Sulby Bridge.

The current boundary treatment which runs along the north and east boundaries of the site (and along the Narradale lane) consist of two to three metre high hedgerows and banking.

Land Use Zoning

The site has been zoned under the Isle of Man Development Plan Order 1982 as being within an area of 'white land' not zoned for development; the site is not within a Conservation Area, but is zoned within an area of high landscape value or costal value and scenic significance.

Proposal

The application proposes the erection of an agricultural building. The building would have a width of 32 metres, a depth of 15.2 metres and a maximum height of 5.7 metres.

The submission also proposes to alter the slope of the field, so that the proposed shed can be dug down 1.8 metres. The application also includes creating 2/3 metre high grassed banks to the north, east and west of the proposed shed. Between the grass banking and the shed it is proposed to hardcore the area.

The Planning Authority has not received any private representations objecting to the application. **Assessment / recommendation** The following policies need to be taken into consideration when determining this application.

#### Environmental Policy 18 states:-

New buildings in the countryside including agricultural buildings must be sited as close as practically possible to existing buildings groups and be appropriate in terms of scale, materials, colour and siting and form to ensure that all new developments are sympathetic to the landscape and built environment of which they will form a part. Only in exceptional circumstances will buildings be permitted in exposed or isolated areas or close to public highways and in all such cases will be subject to appropriate landscaping. The nature and materials of construction must also be appropriate to the purpose for which the buildings is intended.

#### Environmental Policy 19 states:-

New buildings will generally not be permitted where they will constitute skyline development or obstruct the view of the sea or an exceptional view of the countryside from a public highway.

The proposal to dig down 1.8 metres, create 2/3 metre grass banked and green colour coated roofing sheets have all been proposed to reduce the impact of the proposed upon the surrounding countryside. The proposal would not be seen from the public highway, which runs along the site due to the significant boundary treatment which would act as a screen (see photo 1). The site is on the side of a hillside and therefore could possible be seen from a distance, however with the banking, being dug down and the green coloured roofing I consider the proposal from a visual appearance would not have a significant adverse visual impact to the detriment of the countryside.

Whilst EP18 states new agricultural building should be within existing groups of buildings, as can be seen from the submitted location plan the Applicant owns a number of adjacent fields to the south of this site however none have any existing buildings within, and therefore constructing of this shed near to existing properties is not possible. Also siting the proposal in another one of the Applicants fields would increase the possible visibility of the shed from a distance and in fact would possible constitute a skyline development contrary to EP19.

As can be seen from the location plan the Applicant owns a number of fields in the area I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status: **Lezayre Parish Commissioners**

**C 1.**

This approval relates to the submitted documents and drawings P1, D1, D2 and D3 all received on 28th February 2007.

Prior to any works of the proposed dwelling, there must be submitted to and approved by the Department samples of the roof and wall sheeting.
