### Officer's Report

#### The Site

The site represents a roughly triangular piece of land situated on the northern side of Hillberry Road to the east of the lower entrance to Birch Hill and to the west of the Beehive Nursery. The site backs onto numbers 2 and 4 Briarfield Avenue.

#### Planning Status

The site lies within an area designated on the Onchan Local Plan as Residential.

#### Planning History

One previous planning application has been submitted in respect of this site, this being PA 90/1563 for the construction of kitchen extension and was permitted.

#### The Proposal

Proposed now are substantial alterations and extensions to the presently single storey property. The height of the dwelling is not to be increased but there are to be two sloping roofed dormers added to the front pitch, a lean-to extension added on the western side of the house and a two storey pitched roof extension with integral garage added to the eastern side. On the rear there is a further single storey extension and substantial dormer annex with three new windows in the rear and a rooflight and the removal of existing windows in the first floor of the western and eastern elevation. There are presently no windows in the rear elevation.

## ASSESSMENT

There is a considerable distance between the rear elevation and the properties to the rear in Briarfield Avenue - 30m between the closest parts and 35m between the rear of the application property and the main rear elevation of the closer property. There should as such be no infringement of privacy as a result of the introduction of new windows in the rear elevation.

The resultant property is not as neat and balanced as the existing but is not sufficiently large or out of keeping in the streets cene, which is very varied, as to warrant refusal.

The side extensions will add to the width of the property, taking it more or less right up to each boundary. There should not be, however, any adverse impact on those in the neighbouring properties due to the sloping away of the new roofing. The property to the east is a busy nursery which would not be affected by the closer proximity of the dwelling. The property to the west is angles away from the application property.

## PARTY STATUS

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
