### Officer’s Report

#### Site

The application site Sea View, West Quay, Ramsey, is part of a row of three storey terraced properties (end terrace) which are located on the southern side of the West Quay and on the Northern side of Parliament Street.

#### Land Use Zoning

The dwelling has been zoned under the Ramsey Local Plan Order 1998 as being within an area of mixed use (town centre); the site is within Ramsey Conservation Area.

#### Proposal

The application proposes the change of use of top and 1st floors from residential to office.

#### Representations

The Ramsey Commissioners have considered the application and have no objection.

#### Highways Division have objected on the following grounds:-

*The application does not provide any off street parking for the proposed offices.*

The Disability Access Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The IOM Water Authority make no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.

The Planning Authority has not received any private representations objecting to the application.

#### Assessment / recommendation

The site is zoned within an area of mixed use, and therefore the principle of the change of use from a residential property to an office is acceptable. The Highway Division have objected to the application because the site does not provide any off street parking provisions. Unfortunately as with many of older properties along the Quayside and throughout town centre on Island, they are unable to provide any parking provisions due to limited space. I therefore consider refusing the application on these grounds would not be justified particularly as the existing use of the building does not provide

any off street parking and the site is within a town centre location close to public transport links, and a number of parking provisions (on-street, car parks and non-restrictive parking areas) nearby.

For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval
