### Officer's Report

## THE SITE

The site represents the curtilage of the Sandfield Elderly Persons' complex which is situated behind Victoria Road in Castletown, alongside Victoria Road School and accessed from Victoria Road opposite

the Viking and Sidings Public Houses. The site accommodates a number of terraced individual sheltered housing units and a large single storey accommodation block.

### Planning Status

The site lies within an area designated on the Castletown Local Plan of 1991 as Sheltered Housing and has its own policy (11.3) which states that the land surrounding the complex should be considered suitable for additional development which is deemed necessary.

### Planning History

Other than alterations to the complex itself, planning permission was sought and granted for the principle (97/1610) and detail (01/1933) for a new doctors' surgery and community health centre within the site, and which is now operational.

### The Proposal

Proposed is a series of very modest (1.5m) extensions to various parts of the outside the large block to make provision for additional bedrooms within the complex together with the provision of additional car parking spaces.

### Assessment

The proposals have no adverse impact on the appearance of the building or the operation of the site. However there is an objection from the Department of Transport Drainage Division who area concerned that the works will be undertaken over an existing sewer.

The applicant has discussed this with the Department of Transport who are now happy providing that the sewers are diverted and not built over (see applicant's letter of 19th March, 2007.

### Party Status

The Disability Access Officer and Fire Prevention Officer are both concerned with matters which are more appropriately dealt with under the Building Regulations and Fire Precautions regulations and as such should not be afforded party status in this instance.

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2.

This permission relates to the alterations and extensions shown in drawing reference P01 - P06 inclusive all received on 17th January, 2007.

N 1.

The applicant must have approved by the Department of Transport full drainage details for the proposed development prior to the commencement of work on site.

N 2.

The applicant should ensure that the development makes full provision for disabled persons.

N 3.

PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.
