### Officer's Report

#### The Site

The application site comprises the curtilage of a detached single storey dwelling that is located at 10 Mourne View, Peel. The dwelling is currently occupied.

#### Planning Status

The Peel Local Plan, 1989, identifies the site as an area of Predominantly Residential Use. The application site is not located within a Conservation Area and as such is not subject to tighter planning controls and obligations in respect of property alterations. The proposal also falls to be considered under The Town and Country Planning (Permitted Development) Order 2005 as it exceeds the prescribed limit of enlargement of a dwelling of 15sq m.

#### Planning History

The following planning applications have been submitted previously:

PA 94/00385/B - Construction of porches, Nos. 2 and 10, Mourne View, Peel - Permitted.

## THE PROPOSAL

The proposed development comprises the construction of two extensions, one to the west elevation that represents an extension to the sitting room and one to the south elevation. There are also proposed changes to the east-facing entrance, where the roof is to be altered from flat to pitched and stone columns added to the façade.

REPRESENTATIONS

The following Statutory representations have been received:

- Peel Town Commissioners recommend the planning application for approval.
- The Department of Transport Highways Division do not oppose the application.
- The Chief Fire Officer has expressed no objection provided smoke detection equipment is installed.

There have been no privately written representations received.

## ASSESSMENT

Issues to be considered with the application include:

- (A) Impact on the neighbouring property.
- (B) Relation of extension to the existing dwelling.

Consideration of issues:

- (A) This proposal must be considered with regard to any neighbouring properties that may be affected by the development. The closest neighbouring property is 3 Mourne View and this is considered to be the most likely to suffer from any adverse impacts as a result of the development. When looking at the proposal drawings it is evident that the changes outlined will not result in any increase in overlooking towards 3 Mourne View or any other neighbouring property. Given its position and distance from neighbouring properties, it is not considered that any loss of light would occur as a result of the proposed development.
- (B) The proposed development utilises materials that replicate the existing helping to ensure continuity with the current built form. It is also considered that the proposed extensions are of an appropriate scale in relation to the existing dwelling.

RECOMMENDATION

I consider the overall level of development contained within the proposal to be relatively modest and in keeping with the character of the existing dwelling. I am satisfied that the proposal does not significantly affect public or private amenity.

I recommend that the planning application be approved.

PA 204.07 Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any Order revoking or re-enacting that Order) no extensions, greenhouses, walls, gates, fences, garden sheds, summerhouses, flag poles, decking, garages, or tanks for the storage of oil for domestic heating shall be erected (other than those expressly authorised by this approval.)
