### Officer's Report

#### The Site

The site represents the curtilage of the Southern Swimming Pool which lies within the grounds of Castle Rushen High School, to the south of Arbory Road, to the south west of Castletown.

#### Planning Status And Relevant Policies

The site lies within an area designated on the Castletown Local Plan of 1991 as Swimming pool/Castle Rushen High School and on the draft Area Plan of 2001 as Education.

#### Planning History

There have been a number of planning applications submitted in respect of this site including provision of extensions, access road, gas compound, satellite dishes, portacabins as well as a number of proposals for changes to the school itself.

### The Proposal

Proposed here are alterations to the existing facilities to provide more parking facilities and enhanced facilities.

### Assessment

The alterations to the parking involve realigning the spaces along the rear boundary which will result in a loss of spaces but dedicated spaces for disabled drivers are to be provided to the side of the building. Also proposed is the relocation of the oil tanks to the side of the building from the front, which is a visual improvement to the appearance of the property from Arbory Road.

Proposed is a relatively significant extension on the Arbory Road side to provide extended changing rooms and a larger café, increased staff facilities and a first aid room.

The extension will bring the building closer to Arbory Road - within 3.4m - and will result in the loss of a tree which will be replaced by a new tree. The extension will be formed by an extension to the existing flat roof.

There was initially an objection raised by the Department of Transport on the basis that the reorganisation of the car parking facilities which result in a reduction in numbers. The applicant has indicated that the current arrangement does not work very well and that the proposed arrangement, whilst resulting in a reduction in numbers provided full sized spaces which work better. However, the amended plans, which have been prepared in consultation with the Department of Transport revert back to the existing layout and include closure of the existing temporary access on completion of the construction and reversion to the existing access together with the introduction of signage at the entrance. These drawings are referenced 10-03H and 10-05F received on 20th April, 2007.

### Party Status

Fire Prevention Officer and Disability Access Officer raise issues relating to the Building Regulations and not planning and as such should not be afforded party status in this instance.

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 2. This permission relates to the refurbishment works and extensions shown in drawings reference SC835/PL/10-03H, -10-05F received on 20th April, 2007 and -10-01 and -12-01E received on 1st December, 2006.

N 1. PRIOR to the commencement of any works the applicant is advised to consult the Chief Fire Officer to ensure that adequate fire precautions are taken.

N 2. The Applicant's attention is drawn to the recommendations of the Disability Access Officer, a copy of which is attached to this notice.
